The Organisation

Kendriya Vidyalayas have an effective and well-knit organizational set-up. Kendriya Vidyalaya Sangathan and its Board of Governors are headed by the Minister of Human Resource Development as the Chairman. The Board of Governors comprises Educationists, Educational Administrators and Members of Parliament.

An Officer of the Ministry of Human Resource Development, nominated by the Government, is the Vice Chairman of the Sangathan. The Financial Adviser to the Department of Education is the Finance Member, while the other members are senior Officers of the Ministries of Personnel, Defence, Urban Development, Health & Family Welfare, besides eminent educationists and representatives of the CBSE, NCERT, State Governments and three members of Parliament, SC, ST and women representatives.

The Board of Governors is the executive body through which the Sangathan discharges its responsibilities to fulfill the objectives set forth in the Memorandum of Association. There are three Committees viz - Academic Advisory Committee, Finance Committee and Works Committee, which advise the Board on the respective areas.

The day-to-day affairs are conducted by an administrative set-up with the Commissioner as the chief Executive Officer, supported by two Joint Commissioners, five Deputy Commissioners, four Assistant Commissioners and other staff members at the Headquarters in New Delhi, besides regional offices.

Regional Office is headed by an Assistant Commissioner with three Education Officers, one Administrative Officer, one Accounts-cum-Audit Officer and supporting staff. These Regional Offices oversee the working of the Kendriya Vidyalayas coming under their jurisdiction.


THE ORGANIZATION CHART AT REGIONAL LEVEL

VIDYALAYA MANAGEMENT COMMITTEES

At the Vidyalaya level a Management Committee assists the Principal in the day to day functioning of the school. The Vidyalaya Management Committee (VMC) has 12 members each, in addition to the Chairman.

In the case of Kendriya Vidyalayas located in defence establishments, a senior officer of the Army, Navy or Air Force or the defence establishment concerned, is appointed as the Chairman of the VMC by the Sangathan in consultation with the Ministry of Defence.

In Kendriya Vidyalayas under Civil Sector, the Education Secretary/Divisional Commissioner/District Magistrate or his nominee/Vice Chancellor of a University/Director of Public Instruction/eminent educationist, as may be decided by the Sangathan, according to the location of the Vidyalaya, is the Chairman of VMC. In Kendriya Vidyalayas set up in Public sector Undertakings and Institutions of Higher learning, the VMC has as its Chairman the head of the concerned project or institution.

The members include two eminent educationists, an eminent person of the area known for outstanding work in the field of culture, two parents of the children studying in the Vidyalaya to be nominated by the VMC Chairman on the recommendation of the Principal of the KV of whom one will be a woman, an eminent medical doctor of the area, a representative of SC/ST belonging to Group 'A' Service or, if not available, a member of the minority community, a teacher representative, and the Chairman of the Central Government Employees Welfare Coordination Committee.

In addition, there will be one member nominated by the VMC Chairman from out of the Service personnel preferably not below the rank of Lt. Colonel, in the case of KVs set up in Defence Establishments and from out of Group 'A' Central Government employees at the station, preferably not below the rank of an Under-Secretary in the case of other KVs. There will also be one co-opted member.

An Executive Committee of the VMC has also been set up in each Kendriya Vidyalaya. The Committee will comprise Chairman, VMC, one educationist, one Parent-representative and one teacher-representative from members of the VMC. The Principal is the Member-Secretary of both the Executive Committee and the VMC. This Committee has been delegated powers for the day-to-day functioning of the Vidyalaya. These include academic and administrative supervision and financial controls.
