TENDER FORM FOR EMPANELMENT OF PRINTERS FOR PRINTING OF STUDY MATERIALS FOR THE YEAR 2014-15

Kendriya Vidyalaya Sangathan, Regional Office, Silchar is functioning under Kendriya Vidyalaya Sangathan (HQ) New Delhi which is a centrally funded Autonomous Body. KVS is a Society registered under Societies’ Registration Act, 1860. The Sangathan administers the Scheme of Kendriya Vidyalayas and Regional Offices set up for imparting education to the children of transferable Central Govt. Employees among others.

Kendriya Vidyalaya Sangathan, RO, Silchar invites sealed tenders from Registered Printers for printing of Study materials for 2014 for Kendriya Vidyalayas of this Region. The Tender document can be obtained from KVS, RO,Silchar on all working days between 10.00 am to 1.00 pm from 07.08.2014 to 21.08.2014 on non-refundable payment of Rs.100/- through Demand Draft/Pay order in favour of KVS Regional office Fund Account, payable at Silchar. The Tender form duly completed along with Bid Security of Rs.5000/- and required papers mentioned in the tender document should reach KVS,RO,Silchar on or before 3.00pm of 22.08.2014 by registered post/by hand. The tenders will be opened at KVS, RO, Silchar on 22.08.2014 at 4.00 pm before the bidders. Tenders submitted without fulfilling all the conditions are liable to be rejected. The tender documents can also be downloaded from the website www.kvsrosilchar.org free of cost.

Terms & conditions:

1.     The Tender form shall be submitted according to the terms & conditions specified   below. Unless specified otherwise in the Tender it shall be construed that the terms   & conditions stipulated hereunder have been agreed to.

 

2.    There shall not be any over writing, corrections in the Tender form. If any figure is to be amended it should be neatly struck out, the revised figure written above and the same attested with full signature and date. In the absence of attested signature, the quotation is liable to be rejected.

 

 

3.    The undersigned does not bind himself to accept the lowest quotation and reserves the right to reject the quotation on the whole/or part thereof

 

4.    On acceptance of the Tender it will become a contract and the contractor shall be bound by the terms and conditions of the Tender form

5.    Along with each quotation the tenderer shall deposit a Bid Security of Rs.5000/-(Rupees five thousand only) at the time of submitting the quotation. It should be in the form of DD/Banker’s cheque(personal firm cheque will not be accepted) in favour of KVS Regional Office Fund Account, payable at Silchar, which shall be refunded in the event of unsuccessful bidder after award of the contract. In the event of quotation being accepted, the bid security will be adjusted towards performance security which shall be payable @ 5% of the contract amount within 7 days by way of aforesaid mode, from the acceptance of printing order. Based on the projected cost mentioned in the work order, the contract amount be calculated and the difference between bid security and performance security amount to be deposited in favour of KVS,Regional office, Silchar. The performance security deposit shall be forfeited in the event of failure to comply with the contract terms and conditions.

6.    If the contractor fails to supply the printed items within the time stipulated in the terms of acceptance by the undersigned, the undersigned shall be at liberty to get the items printed from the market and the difference of prices, if any, shall be deducted from the bid security deposit/performance security deposit and in case, amount is exceeded by bid/performance security deposit, it is to be paid by the firm for printing the items from outside i.e. the contractor is liable to pay the amount also.

7.    RATE & SPECIFICATIONS:

The Specification of Study materials is given below:

Cover Page: - 200 GSM Art Board, multicolour

Inner pages:-58 GSM paper, Black and white of good quality (sample to be enclosed)

Font size -12, Font style- Times New Roman

Line spacing – Single

Margins: - Normal/Standard printing of Books.

Size – ¼ Dummy size.

(A)        Rate per page for study materials which includes above specifications, i.e. paper cost, printing, binding (gum pasting/perfect binding), transportation cost for delivery to Kendriya Vidyalaya Silchar, packing of study materials subject wise, class wise and school wise for 31 KVs and all applicable taxes.                         

(B)         The printing will be on both side of the pages except cover page

(C)         Copy of paper to be used for printing may be enclosed

(D)        The printer has to certify about the quality of paper on the last page of each book.

8.  The rate should be inclusive of all taxes and charges. Delivery of Study materials shall be at Kendriya Vidyalaya Silchar

9. Execution of work order:

  (A) First proof reading to be given by email

  (B) Second proof reading after correction to be given by e mail

 (C)After correction of second proof reading, supply of the study materials should be completed within 20 days to the above centre, failing which, there will be a penalty clause of Rs.500/- per day per subject. This penalty is applicable to the maximum of 5 days only and thereafter the work order deemed to be cancelled and the supplier has to comply with the conditions specified.

10. The Printer has to print the materials in the specified brand of paper/approved sample copy. If it is found that it is not in conformity to the specifications prescribed, it will be rejected/ 50% of the contract value will be deducted at the discretion of the undersigned.

11. The printing matter will be given in the form of CDs for printing of Study materials needs to be done bilingually i.e. in Hindi and English

12. The rates quoted by the contractor shall hold good upto 31.03.2015. No amendments in the rates will be accepted, during the contract period.

13. Performance Security Deposit shall be retained till the work is completed and items are delivered as a safeguard against any deficiency in the printing/supply. It will be refunded without any interest as per norms of the Sangathan

14. The Income Tax returns filed by the firm for the year 2011-12, 2012-13 & 2013-14 or copy of PAN card shall be attached with the Tender form

15. Printed Study materials have to be neatly packed class wise, subject wise and School wise for safe and proper delivery to the concerned centre within the stipulated date.

18. Printing of materials should be strictly in conformity with the matter given in CD and as sample. Any deviation will lead to cancellation of order and forfeiture of performance Security Deposit.

19. As the printing materials are property of KVS, piracy of the same is strictly prohibited. The printers has to take due care in this regard.

20. Exact requirement of Study materials class wise, KV wise for class X & XII will be given at the time of printing

21. The rate should be F.O.R and should include transportation cost, excise duty, freight; VAT at specified rates must be expressly stipulated in the quotation if charged extra. However the same may be shown separately in the bill. Only in the event of acceptance of the quotation supply order will be issued to the firm. The responsibility of correct rate lies with the tenderer.

22. The bidder must have sound financial health and carrying total of 20 lacs for past 2-3 years.

23. Income Tax will be deducted from the bill as per Income Tax Act & rules.

28. Unresponsive Tenders

    Tenders will be treated as unresponsive if they do not fulfil all the conditions mentioned at       Sl.No.17 of this Tender form

29. The undersigned does not bind himself to accept the lowest quotation and reserves the right to accept the quotation in whole or in part with respect to all the articles mentioned in the attached statement or in respect of any one or more than one article specified in the attached statement as may be decided. Accordingly, the undersigned reserves the right to reject any or all tenders without assigning any reasons thereof, either in full or in part.

30. AWARD OF CONTRACT

     (a) The purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest price.

     (b)The bidder whose bid is accepted will be awarded the contract prior to expiry of the quotation validity period

    (c)Normal commercial warranty/guarantee shall be applicable to the supplied goods

    (d)Payment be made within 30 days after the delivery of goods and their acceptance

   (e)Notwithstanding the above, the purchaser reserves the right to accept or reject any quotation and to cancel the bidding process and reject all quotations at any time prior to the contract.

31. Quotation Received after the due date and time and quotations which do not comply with the above conditions are liable to be rejected.

            Kendriya Vidyalaya Sangathan, Regional Office, Silchar (Min. of HRD, Govt. of India) Capt. N.M. Gupta Sarani, Silchar re-invite sealed Quotation in the prescribed format from Registered Agencies for ( 1) Watch and Ward Services. (2) Cleaning and Sweeping of the OfficeBuilding. While Quoting the rate the minimum wages Act of the State should be adhered to. Interested Agencies may collect the format and the Tender papers on payment of Rs.50/- for each job from the aforesaid address during office hours. TERMS AND CONDITIONS FOR SUPPLY OF SOUNDLESS GENERATOR AS PER SPECIFICATION/MAKE:

 

1.      Rate should be FOR and should inclusive of all taxes, together with the cost of all other accessories. The undersigned shall not be liable to pay any Tax, freight charges etc.

2.      The undersigned does not bind him to accept the lowest quotation and reserves the right to accept the quotation on quality products from the authorized dealer only.

3.      On acceptance of the quotation it will become a contract and the contractor shall be bound by the terms and conditions of the quotations.

 4. (a) The EMD of Rs 10,000/-  (Ten thousand only), will be deposited by                the tenderer through bank DD / Pay order drawn i/f/o the KVS RO            Fund Account, Silchar. In the event of acceptance of tender, the             amount of earnest money will be adjusted against security            deposits.The tenders without enclosing EMD will be rejected            summarily. The Govt agencies, if any, are not required to deposit            the EMD.

      (b) The EMD of those firms whose tenders are not approved will be             refunded the original DD/Pay order deposited with the tender             form.

  ©  The security deposits will be 10% of the total billed value for a         period of six months. The EMD amounts will be adjusted against         the security deposits.

 5. If the supplier fails to supply the article within the time stipulated in        the letter of acceptance by the undersigned, the undersigned shall be           at liberty to purchase the article(s) from the market or any other dealer.

 6. In the event of acceptance of the quotation, placing of the order for      purchase, the article ordered for would be subjected to an inspection      by the undersigned or his representative and are liable to be rejected         if the article supplied is not according to the specification/make      prescribed.

7.  The rates quoted by the authorized dealer shall hold goods up to July       2010 and no increase in the rate will be accepted at any stage.

 8. The last date of submission of tender papers is 22.02.2010.A.N.

 9. Date of opening of sealed tender papers will be on 23.02.10 in the       office of the undersigned at 3 PM.

10. The undersigned reserves the right to reject any or all tenders without       assigning any reasons thereof.
